Mayor Regencia

ILIGAN CITY -- Through an Executive Order entitled “Task Force Mona Lisa” issued last October 22, the Mayor formed a Body “to investigate the Gregorio T. Lluch Memorial Hospital in the matter concerning policy, procurement and implementation of services and among others relative thereto.”

The Executive Order stated that “a perennial problem faced by the GTLMH in implementing its policies, procurements and services has not been addressed, and most distressing, the hospital’s accreditation is recommended for suspension by the PHILHEALTH.”

It also stated that “in order to determine the loopholes in the implementation and to transform GTLMH into a viable service provider to the public, there is a need to study and conduct an investigation in the matter of its policy, procurement system and dismal delivery of hospital services despite the large budget allotted to the department.”

It stated further that “after determination from the investigation, task force may recommend the implementation of policies on services and procurements and to file appropriate and legal actions on personnel/s who committed criminal offenses and administrative violations.”

The Task Force is ordered to: 1) Gather and review all related ordinances, hospital documents and medical records pertaining to the policies, procurement and services of the hospital in relation to the medical personnel/s work assignments;

2) Inspect and verify the legal status on contracts, procurement of medicines, equipment and supplies, including leases of property within the property of GTLMH; and

3) Report to the Mayor within sixty (60) days or until December 23, 1014, its report and recommendations for appropriate action.

In relation to the foregoing, the GTLMH officers and staff (regular and casual employees) are ordered to render such assistance, courtesies and cooperation as needed by the Task Force.

Courtesies and cooperation include submission and availability of records and documents relative to the investigation.

They also include attendance to meetings/investigation whenever required by the Task Force and all acts necessary for the success of the undertaking.

It had been reported that the services of GTLMH have steadily deteriorated since the assumption of the present administration.

Early this year an investigation in aid of legislation was conducted when one of the Bodyguards of the Mayor Celso G. Regencia revealed that anomalies occurred in the procurement of medicines in the said hospital.

Nothing came out of that investigation and persistent reports of deterioration of the services of the hospital reached even the Media.

Recently, as mentioned in the Executive Order, PHILHEALTH recommended the cancellation of the accreditation of the said hospital.

Additionally, it was also reported that there was a questionable delivery of an overpriced Generator Set and Power House by the highest bidder who was allegedly unknown to the members of the Bids and Awards Committee.

Designated to form the Task Force are: Atty. Rafael A. Benedictos, Jr. – Chairman, Dr. William D. Fernando – Member, Dr. Isidro D. Permites – Member, Dr. Eustaquio T. Oliverio – Member, Atty. Demosthenes R. Plando – Member,

Joel M. Ali, Philhealth Sponsored Program – Member, Philippine Medical Association, Iligan Chapter, Representative – Member, Philippine Nurses Association, Iligan Chapter, Representative – Member and Philippine Pharmacists Association, Iligan Chapter, Representative – Member.

The Task Force Secretariat is composed of Atty. Dexter T. Sumaoy (CMO) – Head, Raymund Bago (CLO) – Member, Albert A. Manosa (CLO) – Member and Ferdinand T. Sienes (CLO) – Member.

Finally, the Executive Order mandates that the expenses of the Task Force shall be charged to the appropriations of the City Mayor. RANAO STAR
